Scorpio has two rulers, and they disagree

Classically Scorpio belongs to Mars, the same planet that runs Aries. Modern practice assigns it Pluto instead. This is not a small bookkeeping difference: the traditional reading makes Scorpio a Mars sign operating in water, which is to say appetite and force expressed indirectly, through patience and withholding rather than through speed.

Take that seriously and the shortlist looks thinner still. If the sign is a Mars sign, then where Mars actually falls in both charts is the question, and a Scorpio with Mars in Libra conducts a conflict nothing like a Scorpio with Mars in Scorpio.

The names on the list, and their provenance

Pisces and Cancer are the other water signs, each 120 degrees from Scorpio. Capricorn and Virgo are earth, 60 degrees away on either side. Those separations were graded favourable in antiquity, and the sign names are read off the wheel afterwards.

The reasoning never touches a person. It establishes that Pisces stands at a benign angle and infers from that alone that a Pisces will suit a Scorpio, which is an inference about geometry wearing the costume of an inference about character.

Fixed water and the reputation problem

Scorpio is fixed, sitting in the middle of its season, and water is the element of attachment and memory. That combination produces the sign's real signature, which is not intensity so much as duration: a position, once taken, is not revisited on request. Against Pisces the tradition expects sympathy without resistance; against Capricorn it expects two people who each assume they are managing the other.

Neither reading is evidence. They describe what the categories do when placed side by side, and the categories are not the people.

What a comparison actually weighs

One sun placed against another sun uses almost none of what a chart holds. A comparison of any worth reads both Moons for private need, both Venus placements for the form affection takes, both Mars placements for how an argument escalates or stalls, and both ascendants for the first impression each makes. It then measures the aspects between the two charts rather than inside either, which is the whole of synastry, and the synastry calculator performs it from two birth times.

It does not find soulmates. The word carries no technical sense in astrology, nothing in a chart stands for it, and the tradition makes no such claim on its own behalf.

What to read instead of a ranking

Pick the combination on your mind and read it in full. Scorpio and Leo, a square between two fixed signs, is more revealing than Scorpio and Cancer, because it has to describe a deadlock rather than assert an ease.

Then compare the actual charts if both birth times are known. That version of the question is smaller and answerable.
